Cell Phone Usage in School

Should cell phones be allowed in school? Phones should be put away during class time, but should students be allowed to use their phones before and during homeroom, during tutorial, during lunch, and while in the locker rooms when changing for gym? Should cell phones be allowed at all of these times, some of these times, or none of these times? Give reasons to support your opinion.
